After the announcement by Hodges Companies that the end of a USDA Rural Development Loan would mean Hodges would charge market rates for rent at the formerly subsidized Pine Tree Lane housing complex, 15-year resident Leora Ross, 63, began packing her belongings and looking for a new apartment. As the waiting wore on into the summer, Ross began to sell some of her furniture as she sought a sense of control in the midst of uncertainty. Still waiting for news of a rumored sale to the Twin Pines Housing Trust on Labor Day, September 7, 2015, Ross sat in a plastic lawn chair watching television with a packing box as a table. "I don't want to be here at the last minute," said Ross. "I want to get out."
